The City of Cape Town bets on Andre Stelzner to drive its digital ambitions

Andre previously held the role of the city’s chief information officer and is tasked with leading the city’s Digital Transformation Refresh programme as the new CDO.

The City of Cape Town has appointed Andre Stelzner to the role of information systems and technology (IS&T) chief digital officer (CDO), after his seven-year stint abroad. He has extensive experience within the local government (IS&T) environment, and previously held the position of the city’s chief information officer.

His return marks a pivotal moment in the city’s ongoing efforts to improve service delivery through digital transformation.

For the last decade, Cape Town has embarked on a digital transformation journey aimed at becoming a well-managed, collaborative, resilient and responsive city. As the CDO, Andre will be responsible for providing leadership, vision and direction, enabling the City of Cape Town to achieve strategic technology and organisational objectives.

According to the City of Cape Town, the CDO sets and executes the organisation’s digital initiatives that will monetise data, drive digital revenue, improve resident experiences and employee engagements, improve the ease of doing business with the city, drive self-service digital solutions, optimise operations, and create new business value. The City of Cape Town views this role as essential to its Digital Transformation Refresh programme.

“Andre Stelzner returns to the city with a wealth of experience. He is a tried and tested IS&T professional with global experience in implementing systems, applications and products, among others. We welcome him back, and are looking forward to the contribution he will make in building an improved digital experience for our customers,” says Alderman Theresa Uys, mayoral committee member for corporate services at the City of Cape Town.

Andre is well-acquainted with the City of Cape Town, having served as its chief information officer from 2008 to 2016. Before that, he was the enterprise resource planning (ERP) director from 2002 to 2008, where he led the city’s first SAP implementation. After spending the past seven years as an IT advisor to RAK Municipality in the UAE, he returns to Cape Town with a wealth of international experience.

He holds a BSc (Hons) in civil engineering and has extensive project management expertise, including formal training in both technical and change management projects.
